The thing with Resolve is that it covers a broad user base, from single home users to the biggest post productions. Normally, you only have to uninstall when downgrading, updates "replace" so to say. Maybe it was a bug / coincidence that happened because you skipped so many versions going from 15.0.0 to current.
That you are getting the version error here is indeed weird and wrong. Entering your name and e-mail and such, which probably takes 30 seconds, is a pretty fair price for an otherwise free software, isn't it?
